My friend Mary recommended the bar at the Portland City Grill, claiming it had both great views and delicious cheap food during Happy Hour. Since we’d had a late lunch, we don’t try the food (although the Happy Hour menu looks pretty amazing), but we can assure you the views are wonderful and the other customers generous about sharing their window spot momentarily for photography purposes.
